GPU VMs: NCv2 VM-series are retiring, availability of NCas_T4_v3 VM types

NCv2-series retirement on August 31st 2022

Microsoft Azure is retiring their NCv2-series of VMs from August 31st 2022. VM types that belong to this series are:

NCas_T4_v3 availability

At this moment it is not possible to increase the quota for the NCAS_T4_v3 family of VMs for subscriptions in the region West Europe. Therefore, requests to make this VM type available in a workspace cannot be honored. VM types that belong to these series are:
